Google Apps, or so called gapps are the Google brandedapps that are pr-installed in most of the android devices. Apps like playstore, playservices, gmail, maps etc are some examples. While flashing / installing Cm12 or any other custom roms, you donot have them pre installed. So in order to have playstore and playservices on your device running on custom rom, you must install gapps and the only way to install it is by flashing gapps file in the recovery.
